The official store description names coercive and supportive approaches. That does not mean they are two clean skill trees or that every policy belongs to only one side. It is a framing for how colony decisions can affect citizen behavior.
Read a policy before activating it
Check the current in-game description, affected population and any visible cost. Then compare it with the problem you are trying to solve: hunger, work coverage, Fear, Loyalty, Happiness, dissent or a longer-term production need.
Do not assume a harsher tool is automatically stronger. Surveillance, punishment and propaganda may create different consequences from healthcare or prosperity, and those consequences can interact with existing bonds and feuds.
Track consequences at citizen level
After a policy changes, inspect more than the colony summary. Look at representative citizens, work areas and social signals. A policy that improves one state while worsening another is not captured by a single “stability” label.
Keep fictional framing explicit
